1. 15th MEETING OF THE SYNDICATE HAZARA UNIVERSITY


15th Meeting of Hazara University Syndicate in session with Prof. Dr. Ihsan Ali in the Chair

      The 15th meeting of Hazara University Syndicate was held on June 26, 2008 under the chairmanship of Prof. Dr. Ihsan Ali, Vice Chancellor Hazara University. After threadbare discussions and thorough consideration, the Syndicate took the following decisions:.
i) Minutes of 14th meeting of the Syndicate and 10th meeting of the Affiliation Committee were approved.
ii) Twelve newly elected members from affiliated institutions were confirmed as members of the Senate. Their names are:

iv) Recommendations of the 6th meeting of the Academic Council & 11th meeting of the Selection Board were approved.
v) Budget proposals put up by Finance and Planning Committee amounting to Rs. 2123 million for financial year 2008-09 was approved.

      Alluding to the fast pace of development in the University on all fronts’ i.e academic, research and infrastructure development, the Vice Chancellor appreciated the cooperation and the assistance of the statutory bodies. He reiterated his vision to provide higher education to the people at their doorstep and cited the opening of new campuses at Havelian and Haripur and the opening of new departments as examples of practical steps for the achievement of this vision. The Syndicate appreciated & recognized the achievements made so far by the university. The meeting was attended by Lt. Col.       The Committee deliberated upon the proposed budget of the University for the financial year 2008-09 and gave its recommendations for the approval of the Syndicate. Among other things the committee recommended creation of new posts for various departments/sections and the increase in salary as per governments announcement in the budget for FY 2008-09. The Committee approved the budget of Rs. 2,123 million for the year 2008-09 for presentation to the syndicate. The Vice Chancellor highlighted the achievements of the university management. During a span of only 2-years, the university opened 26 new departments, has employed 62 PhDs, and has sent 72 faculty members for higher studies abroad. Their names & details are as under:

      The University has established two new campuses at Havelian & Haripur and inaugurated two museums.  The University has developed fruitful linkages with top class British, American and Canadian Universities. In the post earthquake scenario, this has not only restored prestige and credibility of the university at home but also abroad. With the current pace of development the university will soon achieve its desired goal of becoming a leading educational institution of the country. Members of the Finance Committee showed their utmost satisfaction over the progress made so far in educational, research and infrastructure development. The Chair thanked the members of the Finance Committee for their valuable guidelines, suggestion and comments.

4. ARCHAEOLOGICAL INVESTIGATION AT KANDAR-BEDADI SITE DISTRICT MANSEHRA

      A legend described that a Hindu named Jatta Shah built a town few miles to the north of Guli Bagh Chowni. Jatta Shah was a cruel person so the town he founded became famous as “Bedad Nagri“ or the “Best of Cruelty” . The town remained a market place for local & international crafts for many years but was finally buried under the sands of time. Now, under the guidance of Prof. Dr. Ihsan Ali, Archaeological Investigations had been in progress at the site by a group of archaeologists, currently known as Kandar Bedadi.

      Prof. Dr. Ihsan Ali appreciated the excavation, conducted on scientific lines and the antiquity unearthed properly documented and preserved in Archaeological Conservation & Research Laboratory of the University. These items were on display in the University Museum of Archaeology & Ethnology.

      The excavation provided an excellent opportunity of training for collection of artefacts & research work to students of Cultural Heritage & Tourism Management Department.

5. MEETING OF ACADEMIC COUNCIL JUNE 24, 2008

      A meeting of the Academic Council of Hazara University was held on June 24, 2008 under the chairmanship of Prof. Dr. Ihsan Ali, Vice Chancellor. The Academic Council approved members for Board of Studies of newly established departments for various academic programs. The council also approved the following:

  • 10 additional seats in all departments
  • Academic Calendar for the university
  • Criteria / procedure for admission of foreign students as per policy of HEC

      The academic council appreciated the initiative for establishment of Flagship Department. The Vice Chancellor stressed on strictly following the criteria set by the Higher Education Commission in all its decision & recommendations. He also highlighted the importance of hi-tech labs for research and investigations. Members of the Academic council appreciated the progress made by the university in all spheres including construction, academics and research and expressed the hope that the university will occupy a distinguished place in the ranking of the universities. 6. BEST PERFORMANCE AWARD, JUNE 12, 2008

      The second annual performance award ceremony (2007) of Hazara University was held on June 12, 2008. Prof. Dr. Ihsan Ali, Vice Chancellor of the University was Chief Guest on the occasion. Highlighting the importance of the ceremony, the Vice Chancellor said, " In any vibrant and dynamic organization, there must be a sense of competition among the major players; they have to be encouraged and provided with incentives in order to promote a healthy and competitive environment. Today’s holding of Second Annual Best Performance Prize Distribution ceremony is an occasion to recognise and honour those among faculty, staff and students who have worked hard in their respective areas.

7. LECTURE BY PROF. DR. IHSAN ALI "PESHAWAR-THE OLDEST LIVING CITY OF SOUTH ASIA"

      Prof. Dr. Ihsan Ali, Vice Chancellor Hazara University, a renowned archaeologist of international repute, enlightened the faculty and students of the university about the unique history of Peshawar city during a public lecture on June 02, 2008. Peshawar is confirmed to be the earliest living city in south Asia, has witnessed the rise and fall of various civilizations from 6th century BC till date.

      The learned speaker elaborated that the city had passed through various stages of construction & development since 6th century BC. Remnants of Achaemenious, Mauryans, Greeks, Scythian, Parthian, Kushan, Sasanian, Ephithadites White Huns, Hindushahis, Sikhs, Muslim and British periods are preserved in the ruins around the city. The Gor Khuttree, Qila Bala Hisar, Governor’s House, Mahabat Khan Mosque are some of the famous historical sites of the city of Peshawar. The city remained one of the major centres of learning in the ancient times. Scholars, researchers and students from different parts of the world travelled to Peshawar in search of knowledge and exploration. Particular mention was made to the region of Kushana Rules when Peshawar was the capital of Gandhara (1st to 3rd Century AD) from where the Gandharan Buddhist Art travelled to China, Korea and Japan. Keeping in view its cultural, intellectual and historical background, the city has been called by various names in different periods such as the city of Flowers, the city of Gardens, and the city of Gates/Doors, the city of Artisans etc. Faculty, students and staff of the University took keen interest in the lecture and actively participated in the question/answer session..

8. VISIT OF PROF. GORDON CAMPBELL UNIVERSITY OF LEICESTER, UK

      Gordon Campbell, Professor of Victorian studies in the University of Leicester gave a public lecture to the faculty and students of Hazara University on June 29, 2008 in the Senate Hall of Hazara University.

      Prof. Campbell appreciated and narrated the contributions of Islam to the development of scientific knowledge in the world. He lamented that today there is no representation from the Islamic world among the 500 leading universities of the world. These views were expressed as a food for thought for all the audience. Later on the learned Professor gave a detailed talk on the preparation of research proposal for admission in the UK universities. He gave guidelines and tips for choosing a research topic, preparation of research proposals and other aspects of PhD studentship in the UK.

      Earlier, Prof. Dr. Ihsan Ali, Vice Chancellor Hazara University in his welcome address paid rich tributes to Prof. Dr. Gordon Campbell and extended heartfelt gratitude on his visit to Hazara University. The Vice Chancellor stated that Prof. Gordon's contributions in strengthening cooperation between Universities of Great Britain & Pakistan would always be remembered. Prof. Dr. Ihsan Ali then recounted the marvellous achievements, which Hazara University has made since the devastating earthquake of October 08, 2005. The completely damaged university was fully restored for academic and research activities after remaining closed for seven months. The books and library were increased from 4000 to 1,20,000. Similarly, the staff shot up from 164 to 1040 at present. Massive construction work including construction of academic & administration blocks, NCCRT Centres, Syed Ahmad Shaheed Research Library, boys/girls hostels etc. The number of PhD faculty in the university has risen to 62 while 72 scholars have been sent abroad to pursue PhD.

9. CELEBRATION OF MAY 22 AS “WORLD BIODIVERSITY DAY”

      The World Biodiversity day is celebrated around the world on 22nd of May every year. The Department of Environmental Science of the university also celebrated the day to create awareness regarding bio-diversity. The theme chosen for this year's celebrations was “protection of biodiversity in Himalayan region of Pakistan”. Dr. Habib Ahmed, Dean of Sciences and renowned expert on the subject gave a thought provoking lecture on the topic “Ecology and Biodiversity of Western Himalayas”. Dr. Habib Ahmed pointed out that certain species of the region are endangered or have already gone extinct either due to human intervention or due to climate change. The highly informative lecture was thoroughly enjoyed and appreciated by the audience, which included faculty members, administrative staff and students.

10. COMMITTEE FOR THE DEVELOPMENT OF SOCIAL SCIENCES & HUMANITIES

      The HEC has constituted a Committee under the Chairmanship of Dr. Ishrat Hussain (former Governor of the State Bank of Pakistan) to promote education of Social Sciences and humanities in Pakistan. Recently Dr. Ishrat Hussain nominated Professor Dr. Ihsan Ali, Vice Chancellor, Hazara University as a member of the said committee. While nominating Dr. Ihsan Ali as a member of the committee, Dr. Ishrat Hussain acknowledged the valuable contributions of Dr. Ihsan Ali and declared him as the head of the sub-committee on “Archaeology”. The sub-committee has been assigned the task of safeguarding the discoveries and research in the field of Archaeology. Prof. Dr. Ihsan Ali has made valuable contributions in the field of archaeology in Pakistan. He has remained Prof. and Chairman of Archaeology Department University of Peshawar and Director Archaeology & Museums of the Frontier Province. He has played a vital role in the establishment / promotion of 8 Museums in the NWFP. As a Vice Chancellor, Hazara University he has established 2 Museums, one each at Abbottabad and Garden Campus of Hazara University, during a short span of only two years. The antiquities on display in these museums attract a large number of people who are eager to know about their past and present heritage. A third museum is being established at Haripur for which land has been donated by TMA Haripur.

11. VICE CHANCELLORS' VISIT TO UNIVERSITIES OF CANADA

      The HEC organised and sponsored a visit to Canada for capacity building of executives of the public sector universities from May 03 to 17, 2008. As a member of the delegation Prof. Dr. Ihsan Ali visited a number of prestigious universities of Canada.

      The high profile delegation including Vice Chancellors of 10 Universities and senior officials of the HEC visited the University of Manitoba, University of Saskatchewan, University of Quest, University of Winnipeg, University of Victoria, Thompson River University, University of British Columbia, Athabasca University, Simon-Fraser University and Kwantlen University College. The knowledge and insights gained at these world-class universities is expected to benefit the Higher Education System in Pakistan.


      During his visit Prof. Dr. Ihsan Ali discussed with the management & faculties of these universities collaboration for exchange of students, faculty and administrative staff by signing MoUs. The Vice Chancellor's efforts are expected to translate into strong linkages with these institutions for fruitful collaboration for updating & improving the syllabi, research & training facilities.

12. FIVE-DAY WORKSHOP ON RADIO JOURNALISM

      The Department of Journalism & Mass Communication (JMC) Hazara University organized a 5-day workshop on "Radio Journalism” in collaboration with Inter-news Pakistan from May 23, 2008. Prof. Dr. Saeed Anwar, Acting Vice chancellor of the University chaired the inaugural session of the workshop. The Chief Guest welcomed the Inter-news team and lauded their generous support in the form of technical assistance and equipments. He said that practical training is pre-requisite for the students of professional fields like Journalism, which in turn enables the students to cope with the market challenges after completion of their studies.

     Mr. Aurangzeb Khan, Media Manager, Inter-news briefly introduced his organization and said that Inter-news is working for the promotion of free media in 44 countries the world over. He said that Inter-news arranges capacity building trainings for journalists in Pakistan besides it has helped in establishing FM radio stations in a number of public sector universities of the country. He reaffirmed that Inter-news will extend every possible support in establishing Campus Radio station at Hazara University, which will provide opportunity to the students of Journalism & Mass Communication department to have a hands-on experience of the state of the art technology in the field of radio journalism. He added that besides serving as a training academy for the students of JMC the Campus radio station will cater to the needs of all the students and faculty members as it will cover both curricular and extra curricular activities taking place on the campus and will give voice to the community living within the coverage area of the radio station by highlighting their problems.

13. POTENTIAL OF TOURISM IN & AROUND LAHORE” – A LECTURE BY MR. RIZWAN AZEEM

     On May 19, 2008, the Department of CHTM organized a lecture by the visiting eminent scholar & researcher Mr. Rizwan Azeem, Ex. Director Planning & Works Department, Govt. of the Punjab on the theme "Potential of Tourism in and around Lahore". The worthy speaker described in detail the rich cultural heritage of the city that had preserved the valuable marks of the bygone civilizations imparting a very charming outlook to the walled city.

Lahore has been a source of inspiration and enlightenment for tourists who can witness the beautiful architectural work of the Mughal, Sikh and British periods. The city boasts of great monuments including museums, mosques, temples, shrines and gardens. Visitors from all over the world flock to this oldest city of Pakistan to enjoy and learn about the glory of different dynasties and periods. Lahore is also famous for its diverse cuisine, hotel industry, decent and civilized people, famous educational institutions and rich libraries. The city of Lahore inspired, and in return got enriched, from such giants of literary world as Allama Muhammad Iqbal, Faiz Ahmad Faiz and many others.
      The students actively participated in the post lecture discussions and expressed their views on the topic. They also highlighted the importance of frontier as a bastion of oldest civilization with a unique potential for tourism. The hospitality of the frontier people is well known all over the world. The audience was of the view that it is need of the hour to project the rich heritage of the country to the world so that tourists and the scholars from across the world could explore and share this rich cultural heritage.

14. CELEBRATION OF TIPU SULTAN DAY AT HAVELIAN CAMPUS, HAZARA UNIVERSITY

     Tipu Sultan, the last hard rock against the British imperialist expansion in the subcontinent fell in the battlefield exactly 209 years ago. A declamation contest was held in Hazara University Havelian Campus on May 27 2008 to commemorate the martyrdom of Tipu Sultan, the great freedom fighter of sub continent. The Chief Guest of the ceremony was the Coordinator Havelian Campus, Prof. Dr. Syed Iqbal Shah. Prof. Riaz-ul-Islam highlighted the need for commemorating the deeds of our freedom fighters and paying tributes to their glorious achievements. A number of students participated in the declamation contest. The first, second and third positions were secured by Shahbaz Ali Khan BBA, Feroz Khan MA (English) and Safeer Khan, Pharmacy, respectively.

     The ceremony concluded with an address by Prof. Dr. Syed Iqbal Shah, Coordinator Havelian Campus who appreciated the efforts of the students and expressed his commitment that such type of programmes shall continue to be scheduled at Havelian Campus for the uplift and improvement of the student’s character.

15. BOOK EXHIBITION JUNE 17, 2008

     Prof. Dr. Ihsan Ali inaugurated a book exhibition on June 17, 2008 arranged at the Garden Campus. In the opening ceremony, the Vice Chancellor highlighted the importance of books as the treasure house of human experience collected over ages. Books are the only immortal gift to keep us in touch with the past present and future of human destiny. The universities are the most appropriate places to make the best use of human experiences recorded in book. He advised the heads of departments and the librarian to select all relevant books on the latest research and scientific discoveries. He advised that the proprietor and publisher should extend maximum cooperation in form of discount in the best interest of the university.

16. INTERNATIONAL SEMINAR ON THE IMPACT OF DIAMER-BASHA DAM PROJECT

     The northern areas of Pakistan and the adjoining areas of NWFP possess unique form of art i.e. the Rock Art. It consists of Rock Carvings and Inscriptions, which were itched by travellers over the past 5 thousand years. The government is planning construction of Diamer Basha Dam in the area. The Rock Art are endangered by the construction of the Dam and its water reservoir. Hazara University Mansehra is holding an international seminar in which German Government, UNESCO, World Bank, WAPDA & Department of Archaeology, Government of Pakistan shall collaborate to highlight the importance and gravity of the situation. Higher Education Commission, Islamabad is expected to sponsor the Conference through financial assistance.
     Recommendations of the conference for documentation, preservation and display will be put forth to the government for approval. The conference is also expected to make recommendations for relocating the endangered rock carvings & inscriptions to safer locations. Highlighting, documenting and preserving the rock art would promote tourism, resulting in social & economic uplift of northern areas of Pakistan.

17. INTERUNIVERSITY DEBATE COMPETITION

     A Declamation Contest was held on June 05, 2008 to hunt for talent among the junior students of the university. The interdepartmental contest was organised by the Debating Society of the University. The topic for the debate was “who is to be blamed for miseries”. The proceedings started with a welcome note from Mr. Mujahid Shah, Patron Debating Society. The Patron threw light on the history & significance of debating society. A total of 20 contestants took part in the competition. The jury for the event comprised Dr. Farhana Kazmi, Assistant Professor, Psychology, Mr. Zaka-ullah, Assistant Professor, Physics and Mr. Painda khan, Assistant professor, Department of IT. Although, all the contestants showed excellent skills in oratory, however, the jury gave their verdict in favour of the following:

  2. Mr. Iftikhar, MSc. II (Physics) 2nd Position
  3. Ms. Syed Urooj, Chemistry-IV, Mr. Waqar, BBA-VII, Mr. Kamran, Physics-II (3rd Position)

18. VIDEO CONFERENCING HALL

     In the modern era where Information Technology is the need of hour, the department of Information Technology realized this need. The Seminar Hall of university is equipped with latest video conferencing equipment and soon the facility will be available to students/scholars at the university. It will help sharing lectures, talks, conferences, seminars with other educational and research institutes of country. A faculty member can now greatly benefit him/her self by keeping familiar with the modern teaching and research trends, conferences ands seminars being held at remote institutes would be visible at inches distance. Students would participate in distant lectures and conferences sitting in the bounds of campus.

19. PAKISTAN VISITING FELLOWSHIP

     Muhammad Tahir Zeb, Lecturer Department of Cultural Heritage and Tourism Management, has been selected as Second Pakistan Fellow by Ancient India and Iran Trust, Cambridge UK. Duration of stay is from October 2008 to January 2009. During his visit he will be delivering lectures at Cambridge, Bradford and London universities on Islamic Art and Architecture.

20. PAKISTAN VISITING FELLOWSHIP

     Muhammad Arif Khan, Assistant Director Museum Hazara University visited Washington DC in connection with a training program on Museum Studies & Cultural Heritage Management from July 22 to August 17 2007. American Overseas Research Centre (CAORC) organized the training. It was a highly useful academic trip.

21. APPROVED DEVELOPMENT SCHEMES

National Center for Collaborative Research & Training (Revised)

     The main objective of the project is to construct a National Center that will function as a place where scientists from across the country can come together to share their knowledge and expertise, expected to be completed by December 2008 at a cost of Rs. 37.7 million. The project has been sponsored by the HEC.

Development of Hazara University Phase-I (Revised)

     The project envisages construction of 2 Academic Blocks, 2 Students' Hostels 2 administration blocks and other allied facilities, originally approved in 2004, at a total cost of Rs. 179.000 million. The project was revised after the earthquake of October 2005. The revised project was approved by the HEC / P&D Division at a total cost of Rs. 384.079 million. As mentioned above, the project focuses on construction of physical facilities. Contracts for all the components have been awarded in a transparent manner. Construction work is in full swing and is expected to be completed by February 2009.

Construction of Girls Hostel

     The Prime Minister, during his visit to Hazara University on 26th August 2006, was pleased to approve a grant of Rs. 30.000 million for construction of hostel for girls' students. A detailed project proposal was submitted to the Higher Education Commission and approved by the DDWP for a total cost of Rs. 34.940 million. The construction contract was awarded to M/s Mumtaz Ali & Co. on July 15, 2007. The hostel will be completed by December.

Construction of Academic Blocks at Hazara University

     A Turkish NGO M/s Lighthouse Association had signed MoUs with ERRA and Hazara University for construction of academic blocks in the University for a total cost of US$ 10.000 million. The project is being implemented under the supervision of ERRA in consultation with Hazara University. A total of 10 academic blocks of 3-storeyed each, will be constructed under the project. The project is expected to be completed by April 2009. The total covered area of 435000 sq.ft, which will be sufficient for accommodating 30 academic departments.

Immediate Needs by Provision of Fabricated Infrastructure at Hazara University

     The limited infrastructure and physical facilities were destroyed or damaged by the devastating earthquake of October 08, 2005. After the earthquake of October 08, 2005. The university started classes in the open air and makeshift tents. With the support of higher education commission prefabricated academic blocks (07) and library (01) were constructed in a record time of only four months. The structures are earthquake resistant, durable and low cost. Currently nine (09) departments of the university are housed in the buildings. Each department has facilities of classrooms, labs, offices etc. Keeping in view the actual cost of the project, the HEC and CDWP have approved. The project has already been completed.

Hazara University's Post-Quake Development Plan

     The number of students in Hazara University has rapidly increased from 164 in 2001 to 4353 in 2008. Similarly, the number of faculty members has shoot-up upto 300 in 2008 from the initial team of 6 faculty members. However, there is still shortage of PhD qualified teachers. Currently the University has 62 PhD as faculty members. In order to meet the shortfall of PhD qualified staff a project has been approved by CDWP with a total cost of Rs. 340.337 million. Twenty-one scholars have been sent abroad under the project for PhD training. Sixteen more scholars have been selected. They are expected to leave shortly. The project also has provision for construction of a Multipurpose Hall, Boundary Wall, a Student Service Center and Research & Planning Office. Construction work under the project is in full swing and is expected to be completed by December 2008.

Syed Ahmad Shaheed Research & Convention Center

     The project was submitted to the Provincial Government for funding, which was approved with a total cost of Rs. 16.193 million. A Research and Convention Center will be constructed under the project with space for a Convention Hall, Exhibition Gallery, Conference Room, and Offices etc. The project aims to conduct research into the history of Hazara region with particular focus on the movement led by Syed Ahmed Shaheed. Conferences, Seminars, Workshops will be arranged at the center on related themes. The project is expected to be completed by December 2008.
